All of a sudden issues with UP Pre-Pay - Thoughts?

Have one of those cards that you can load funds into, been working fine, use it for corporate 'contractors/outsource' pay...

Paypal -> India routinely.
Fiverr -> routine charge.

Off-late, i am getting bombarded with fees (25 cents each time)

POS (In Person Payment Terminal)

1. Response Code 03 (on-terminal)
   1. Fee of POS Signature Purchase Intl Decline (with currency conversion) Country [XXX] is blocked); xxxxxx

ATM

1. Fee of ATM Withdrawal International Decline (with currency conversion) (Country [XXX] is blocked; xxxx

Digital POS

1. Fee for Pre-Auth Transaction-POS Signature Transaction Decline - International (Invalid CVV2/CID/Expiry Date), Fiverr Nicosia CPY
2. Fee for Pre-Auth Transaction-POS Signature Purchase Decline - (Country [USA] is blocked); Fiverr * New York USA;
3. Fee for Pre-Auth Transaction-POS Signature Transaction Decline - International (Country [SPG] is blocked); Paypal SGP;

I could go on.

At other times, transactions do go through (POS, ATM, DIGITAL) and i know it isn't an issue with the party on the other end as for example Monday x transaction (pos in person) completes, friday it declines for a new transaction, Paypal works for a year and beginning of month get issues ((first week), fiverr works for years and likewise tonight issue.

Never quite seen anything like it, being a loading card there's no real customer service, mind its a debit (credit/card?) , union rails.

On that part, i should make clear, with other product/service providers, just not with Fiverr, Paypal.

Which is a pain in the a*s.

Also note, i think the card now allows digital OTP to email... (new around the beginning of the month) but not getting for any transactions except one...

I also don't believe the card by default has my name on it (physically) but suspect now it does digitally (new provider behind the scenes) and address etc

Mind, thats how it started, closed the fiverr account and opened another one, now cards from multiple countries personal/commercial all same issue, both western/eastern rails.

Absolutely weird.

Turns out the issue is the bank itself has been de-banked lol

- Maintenance mode, last time this occurred the wait was 6 months, shame because they'd just introduced security OTP via email service.

- Other cards (one expires end of month) other worked eventually (VPN is now a no no).
