I have a buyer and a seller in a petroleum product



The buyer is completed , he is asking about the seller in the tank farm if its registered and used their tanks before and asking in the customs if any of their products been gone through which the buyer didnt find any information about the seller in the tank farm or the customs



Is this means that the customs and tank farm company considers this as classified information and not revealing it to the buyer or the seller it self using a third-party to put their products in through custom to the tank farm?

I am the middleman and trying to connect a seller and a buyer for some petroleum product in Rotterdam. The buyer wants to know the origin of the petroleum product. However neither the cusoms nor the tank farm company are willing to reveal any information.



In this case, my suggestion would be:



Please check with the buyer what he is actually afraid of? Oil coming from sanctioned countries or otherwise inacceptable ones? If this is the case, I would sugget that you connect with the seller and ask him whether it comes from any of those specified countries. In case he is sure that it does not, you can set up an agreement where you act as escrow party. Buyer pays 20% to you. Buyer and seller sign a non-disclosure agreement. Seller is obliged to give buyer the authorisation to request required documents from the tank farm and customs with all other information blackened. Should it turn out to be from an unwanted source, the buyer gets his money back. Otherwise, the seller will be paid the remaining 80% and releases the petroleum.

Not from sanctioned countries at all



Do you think that the customs and tank farms may just be conservative on revealing this kind of information?
 
It’s actually quite simple, sit down with them in person, sign an NDA, and get all the relevant information on the table so you can discuss it properly. After that, it’s your responsibility to conduct thorough due diligence on everything you’ve been given.



It does sound like someone might have something to hide, and in that case, it’s strongly advised to do your homework and dig deep to make sure you don’t end up in a difficult situation later on.
 
I did finalize this thing by using my relations and seems the seller is legit and registered but doing a lot illegal move to sell their products



NDA is hard here because the seller is forcing an ICPO on the buyer and i didnt let that happen



Anyway i solved this issue by shutdown the deal between the two
 
I think the main problem is that nobody has any interest to release any information if there is no guaranteed business interest. Why would I tell you who I am just because you tell me you want to buy something from me.



ICPO? He asked for an interpol report?
