Off-ramping through a CEX incrementally. Also maybe use an EMI as a proxy, before transfering to a brick and mortar bank account. (This worked for me, in EU)

No EUR in Panama.
Offramping crypto in a U.S. bank is straightforward, and no issues with sending USD to Panama, no questions up to $10m.
