Remember that if you are a director (āamministratoreā), it doesnāt matter what you are actually asked to do: you are fully responsible for every action of the company, including financial transactions, even if they are physically executed by someone else and you know nothing about them.
Whatever ānominee agreementā you have signed with your client has zero legal value.
You should be hired as a proper director, without any side agreement. Itās better for both parties and you might also bring value to the company this way.
And when you do need it, will fly to other country to finally obtain it? Which you could've obtained on your last trip there.

It don't depend on MY circumstances but on the availability of the mentioned the options of a certain country. The first 2 may noy, often aren't, be available at all.
The 3rd is, which requires physical presense. But I won't go visit the moment I find myself needing a tax id. Instead I'll obtain it in advance, whilst I'm there on a visit.
Most civilized countries allow one of the first two. Even some uncivilized ones do. You can always hire a local fixer for those that donāt.
They are YOUR circumstances. YOU need the tax ID from a certain country on a certain timeline. Since you know you need it, plan to get it. I assume you plan your life more than one day in advance? If you just wake up one morning and suddenly realize you need a tax ID from a country, then you have bigger problems than the cost of airfare.
